If all else fails you can remove the 'to-do-list' folder inside of your Plugins folder via FTP. Then it won't be active anymore. As a news type site as well I needed the ability to provide notification to writers about assignments and to allow admin and editors to create these assignments. So I've edited in a dashboard feature and email notification of each assignment to the writer. You can set a writers list from which to select or choose from the entire user base. No fancy stuff.
